Article 60 - 1. The following constitute the Republic of Portugal's expenses in connexion with the territory of Macao:
a)
Expenses with establishments, services or developments in the territory of Macao, which fall under the hierarchy of the Republic, and with those with concessions in the territory which are guaranteed
by the Republic;
b)
Total or partial subsidies granted to shipping lines or airlines, or other companies operating means of communication between other
territories of the Republic and the territory of Macao;
c) All expenses incurred with the territory's security forces; a) The allocation granted to the "Padroado do Oriente", and
allowances granted to acknowledged Catholic missionary corporations and establishments for the training and rest of their personnel. 2. The following constitute the expenses of the territory of Macao: a) The interest, annual reimbursements and expenses to which it is bound by contract or arising from the law;
b) The allocation of its services, including expenses with the transport of personnel, material and others arising from their operation; c) Expenses with the development of the territory, including the legal and contractual expenses connected with concessions or other works carried out for that purpose;
d) Pensions of retired personnel in proportion to the time served by them in the territory of Macao;
e) Expenses arising from the production of the territory's currency and of its stamp paper and fiscal stamps;
f)
Allowances granted by the Government of Macao to companies or other organizations operating regular services of public interest to the territory.
3.
Expenses not provided for in the budget can not be met, nor is it permitted to undertake to pay expenses or meet others which exceed the budget allocations.
4. The amounts authorized for certain expenses cannot be used other than in the way indicated in the budget or in the diploma providing for the credit concerned.
