The legislative power will be exercised by the Legislative Assembly and the Governor.

Article 6 - The executive power will be exercised by the Governor,

with the assistance of Deputy-Secretaries.

SECTION II On the Governor

Article 7 1. The Governor will be appointed and dismissed by the President of the Republic, who will swear him in.

2. The appointment of a Governor will be subject to consultation with the local population, namely through the Legislative Assembly and the bodies representing social interests, in their main forms.

Article 8 The Governor will have the same category as a Minister in the hierarchy of the civil service.

Article 9 1. In the event of the absence or incapacitation of the Governor, the President of the Republic will appoint someone to exercise his duties, which, in the meantime will be exercised by a Governor ad interim to be appointed by the Governor from among the Deputy-Secretaries and the Commander of the Security Forces.

2.

Should there be no Governor, the Commander of the Security Forces

will exercise the functions of Governor ad interim until the President

of the Republic appoints someone. to that post.

Article 10 The Governor cannot leave the territory without the previous consent of the President of the Republic, except in the case of visits to the British colony of Hong-Kong, in respect of which he will only

have to provide notification of his absence.

Article 11

1.

Apart from the general representation duties mentioned

in Article 3, it is the duty of the Governor:

a) To represent the territory in domestic relations. Other authorities

may be appointed by law for certain acts;

b) To sign laws and decree-laws and provide for their publication; c) To assume responsibility for the security of the territory;

To take the measures required to re-establish public order, in consultation with the Higher Council of Security, should it be disturbed or seriously threatened in any part of the territory of Macao; should such measures involve the need to restrict individual
