Mr. Queiroz appeared to be the leader of the Delegation and asked questions about the capacity of Kai Tek, the date and reasons for Kai Tak capability being exceeded and the Hong Kong Government plans for a now airport at Chek Lap Kok. On this latter aspect, they posed a great many questions particularly concerning the time to construct and the probable funding method. They also touched upon the political aspect, asking what effect the end of the N lease would have on plans for a replacerient airport. No answer was offered, other than that this would obviously be a factor in the Hong Kong Government's deliberation.

The role of Hong Kong and particularly Hong Kong Airport in servicing the cargo traffic and import/export needs of the Guangzhou region were explained; also the passenger forecasts for the area were discussed and the capability of Chek Lap Kok to deal with all foreseen traffic requirements up to and beyond 1995 was pointed out to the visitors.

The problems of potential air traffic conflictions between a new airport at CIK and an airport at Macau were discussed. The extent of the difficulties were made clear by the CAD representatives. It was also pointed out to the Lisbon Delegation that Cik would provide excellent facilities for Macau travellers (although fixed-wing aircraft flights CLK-Macau would not be allowed). Nevertheless, ferries and helicoptera would give a good service.

In private conversation with Mr. Furness, Professor Portela asked many questions on the geography of South China and particularly on the econcaic interrelationship between Macau/China and Hong Kong/China. He asked about the volumes and proportions (of the totals) of imports/exports between those territories. Also a number of questions on land and sea communications (as well as air) between Macary/China and Hong Kong/China.

It appeared likely that Macau's case for a new airport there rested largely on it providing a facility to service the whole of China's (expanding) industry. Prof. Portela esemed to be concluding that this could not be the case with most of China's heavy industry being in the north and Macau (ani Hong Kong) having direct access only to the less industrialised regions of South China.

In summary he gave the impression of not supporting en sirport in Macau on economic grounds.
(Prof. Portela also asked about progress of oil exploration both in the Pearl estuary and the South China Sea, and was given non- committal answers).

PROPOSED CONSTITUTIONAL CHANGES IN MACAU

I attach a copy of a report which appeared in the South China Morning Post on 10 May.
2. It appears that the drafting committee have decided to modify their proposals for a new constitution. It would appear that oprosition to their original proposals from the Governor, General Melo Egidio and President Eanes, and also from the Chinese (Dr Wilson's letter of 1 May 1980 to R D Clift refers), have caused them to change their minds.
3. I am not at all sure hy a shrewd and experienced man like Dr Carlos D'Assumpcao, President of the Legislative Assembly and head of the Association for the Defence of the Interests of Macau (ADIM) who apparently enjoys close relations with the CDS element in the Democratic Alliance should have miscalculated the political situation in master-minding the original proposals as it is rumoured he did.
