MEETING WITH GUANGDONG PROVINCIAL OFFICIALS
SA) 1.
Thank you for your letter of 28 April in which you queried four points in my minute of 22 April. As far as point (a) is concerned, I fear I expressed a thought in excessively abbreviated form. In saying that they perhaps envisaged Shenzhen as a part of Hong Kong under Chinese control, I meant that they appeared to intend
more closely with Hong Kong, divorce it
to integrate Shenzhies, which would have the effect of enlarging
from the surrounding
the size of hat is effectively Hong Kong to include not only the island, Kowloon and the New Territories, but also Shenzha municipality. Part of this enlarged Hong Kong would be under Chinese control.
2. Fu Fen said that "we shall be opening up the visa-issuing office shortly". Be did not say, and I doubt if he meant, that it would be ar office of the FAB (at the time of writing up my notes I had forgotten which title had eventually been agreed). But no doubt some of the staff may well be posted from Guangdong, is perhaps in this sense.
and 10 or in the general context of China, that he used "we".
