The PUS was glad to see your submission of 17 October about capital punishment in the Dependent Territories which he thought a timely offering.

With respect to paragraph 4 of the draft minute to the Prime Minister, the PUS attaches great importance to the statement that if the Governor of the British Virgin Islands decides to commute the death penalty on the case which is about to come to him, then HMG may have to support him with a show of force if necessary. The PUS says that we must make sure that the Governors are supported whichever way their decisions go.
