You refer in your letter of 24 November to the hoops. leading up to referral to the Privy Council being difficult to traverse. For the reasons above, automatic referral is not possible. A case must be prepared and submitted by the lawyers of the convicted person. But when you were in London you mentioned the question of cost and legal aid. Can you let us have evidence that people in the British Virgin Islands have been inhibited from petitioning for financial reasons, or given inadequate legal assistance because they had to rely on legal aid?

You also wrote separately on 24 November to Ron Deare about showing the FCO Memorandum to Penn and de Silva, Although Confidential, there are no objections to your showing the document in confidence to them.
