On the assumption that economic sanctions are to be imposed against Iran from 17 May, we will need to think about parallel action in the dependent territories and the machinery to be used for this.
2. Some of the dependent territories may have to enact legis- lation in order to impose sanctions; with others, executive action may suffice. We should check the position. If legislation is necessary, we will of course need to give Governors advance warning. We may have to consider whether some kind of Westminster legislation would be necessary in order to ensure action in the dependent territories if decisions on the final form of sanctions are not taken until the last minute.
3. The latter course would obviously be a last resort and could arouse resentment in the territories. We should, so far as possible, aim to give the territories several days' notice.
