I have seen the attached copy of a minute from Morrice to Rushford.

Just for the record, I should make it clear that, for the reasons set out in my minute of 8 May, we are strongly of the view that sanctions should not apply to eg Liberian-flag tonnage beneficially owned in Hong Kong. The notional owners of such vessels will in any case be brass-plate Liberian companies and, in accordance with our doctrine of the primacy of flag state interest, it should be for the Liberian authorities to impose requirements on these vessels (except, of course, in direct trades between Iran and UK or Hong Kong where our own sanctions on direct trade will come into effect).
