SANCTIONS AGAINST IRAN: DEPENDENT TERRITORIES
1.
We spoke. As I understand it, the results of your contacts with other EC member states reveal that the Dutch are not applying sanctions to the Netherlands Antilles, and the French are doing so only to a limited extent to their overseas terri- tories. This leads me to conclude that it would be in the best interests of our own Dependent Territories not to ask them to apply the sanctions which the United Kingdom is applying against
Iran.
2. The arguments against extending sanctions to the Dependent Territories are set out in the attached contribution to a sub- mission which you said you would be putting to Ministers. The problem is particularly important for Hong Kong.
3. I have not had time to consult other departments concerned with the Dependent Territories, but would be grateful for their comments on the attached draft.
4. I should be grateful if your submission could be copied to my Under Secretares Mr Donald and Mr Stratton.
