I attach a draft note which we propose to issue at the same time as the Orders are laid to give some guidance to exporters.

The Secretary of State for Trade had the draft yesterday but has not yet commented. If departments have any comments or suggestions, would they please let me or David Rowlands (telephone 215 3419) know as soon as possible so that we can produce the final version tomorrow.

It will be made available to Parliament and released to the press and should be given the widest possible circulation. We hope to get part or all of it into "British Business".
