PITCAIRN: SANCTIONS AGAINST IRAN

1, I have discussed this with Mrs Denza, the Legal Counsellor who dealt with the Iranian sanctions legislation.

2. She tells me that the lacuna which legislative action by the dependent territories is designed to fill is pretty piffling in any. case (relating only to the export of certain goods), but when seen in the context of the circumstances of Pitcairn and of our general policy of avoiding unnecessary legislation there it can really be ignored.

3. On the other hand, I think that we should perhaps be seen to be doing something. I would suggest that we might get the Governor to write to the Island Magistrate to tell him of HMG's policy on trade sanctions towards Iran and to say that because of the peculiar circum- stances of the Island we do not intend to take specific legislative action in Pitcairn but that we would wish the Magistrate to draw this policyyto the attention of the Island's inhabitants and to report to us immediately if there is any indication that anyone there intends to export goods to Iran.

4. From a practical point of view, it seems to me that the most likely goods to be exported from Pitcairn to Iran would be postage stamps. However, as I understand it, these stamps are mainly sold through the Crown Agents who would be covered by the UK legislation anyway; if these stamps are sold through any other agents, I suggest that we write to them instructing them not to accept any further orders from Iran.
