1. I do not think that HKGD's draft letter to the Pitcairn Commissioner in Auckland goes far enough. It does not give Mr Harraway a clear steer on what we want the Pitcairn Administration to do. Nor does it give him any convincing reason why we want them (as I suppose we do) to introduce legislation which will have no practical application. He needs to be able to explain to the islanders that there are good reasons for this, and that we are not just foisting legislation on them by some reflex action.
2. I attach a cockshy redraft. I should be grateful if Mr Whomersley and MED would cast a critical eye over it first former in case there is any legal difficulty about enacting legislation for which there is "no actual necessity" (see the penultimate paragraph of Mr Harraway's letter).
