Please see Mr Jamiesonis minute of 16 December at Folio 86. It seems that Telegram Visa 002 was misleading, in as much as certain Dependent Territories are still waiting for their instruct- ions. I understand that Gibraltar have since introduced a require- ment via an Executive Council decision. I do not imagine that we need to bother the Governor Pitcairn Island to introduce similar legislation. Perhaps SPD could confirm? I am not sure either how BIOT would be able to introduce such a requirement. Could EAD please give an opinion. This leaves Bermuda and St Helena.
2. I attach a draft saving telegram formally instructing the territories concerned to introduce the visa requirement. I should be grateful for your comments on the text. Presumably the telegram need not issue in the Personal series.
