I think it is for Hong Kong and General Department to deal with colonial governments over this. But I agree that if Mr Parry is agreeable, since he is already familiar with the subject, it would be appropriate to advise on the legal aspects. NAD would of course be willing to advise on the detailed content of the Bill.
