instrument subject to annulment by resolution of either House of Parliament.

Subsection (5) provides that directions issued by the Secretary of
State under subsection (3) may be general or special (i.e. addressed to
particular individuals or companies or to particular cases). They may
prohibit compliance with specified requirements or provisions, either
absolutely or in such cases or subject to such conditions as may be spe-
cified in the directions. Where general directions are issued the Sec-
retary of State is required to publish them in an appropriate manner.

Subsection (6) makes clear that the term "trade" for the purposes of
this section includes any activity carried on in the course of a business
of any description, which, would cover any commercial activity including the
carriage of goods or persons by land, sea or air and the provision of ser-
vices. The term "trading interests" is to be construed accordingly.
