COLONIAL REGULATIONS

When we met in London you raised the question of
a revision of Colonial Regulations, to form a model
for the Gibraltar regulations which you plan to issue.
2. You will now have seen my letter to OAGS on the
general question. I am sorry that hard facts force us
to give up this project. We did look at it very care-
fully. I only hope that you will still find it feasible
to go ahead with your plans without a fresh model. We
shall of course be very ready to help with advice on
any specific problems which occur to you.
