At the Caribbean OAG's Conference in January 1979

HKGD were asked to carry out a review of Colonial Regu-

I am afraid that, with the staff cuts in the Gen-
eral Section of this Department, we cannot now under-
take this task. I realise that a number of OAG's felt
that the Regulations were out of date and no longer
applicable to their territories. I know also that
some of you have it in mind to produce your own territ-
orial regulations, where these do not already exist.
3. I think that the latter individual approach is
probably the best way of tackling the overall problem.
If we
can work, as local needs demand, towards the
production of a series of individual territorial reg-
ulations these can provide the working rules for each
government to follow, can be couched in more up-to-

rarely need reference be made to CRS. We should of
course wish to see and approve any local regulations

On the other hand if we had carried out a
review of CRS from this end we would in fact have had
