Dear Dick
COLONIAL REGULATIONS
1. You wrote to the Governor on 14 February about the future of Colonial Regulations.
2.
We accept that a comprehensive revision of Colonial Regulations would no longer be justified, even if you had the staff to undertake it. Our staffing position is no easier - I do not think that any normal establishment provides for major one-off tasks of this kind, but we badly need to revise our present Staff Regulations and we will now aim to produce a consolidated set of regulations incorporating the relevant sections of Colonial Regulations. We shall then have a single
code to use rather than, as at present, having to read two texts at the same time.
3. If in the course of this work we find that we need help on specific problems we will take up your kind offer of advice.
Yours ever Robin O'Nein
