COLONIAL REGULATIONS
1.
You will recall that the Governors' Conference held in January 1979 discussed your working paper about the need to review Colonial Regulations to see which outmoded sections could be deleted or redrafted, as many of the procedures are already incorporated within General Orders and Financial Instructions, or in other instructions peculiar to individual dependent territories, or within Diplomatie Service Procedure.
2. We have, in consultation with WIAD, come to the conclusion that there is no prospect of anyone here being able to undertake the considerable burden of this work at the present time. We do not, however, think that it should be abandoned and we hope that we shall be able to find perhaps an experienced ex-:HMOCS officer to undertake the work on a part-time basis at a future date.
We shall report on progress, or rather lack of it, at the next Conference in January. Perhaps some useful suggestions might emerge as to how the task could be tackled at minimum cost.
