if the memorandum is, in due course, published and sent here, you may wish to make, when sending it, the point made in your letter that parts of it do not really apply to Bermuda. The parts seem to me to be :

the last sentence of paragraph 3 - the Bermuda Government already has every power except those which must be reserved until Independence;
paragraph 6 because Bermuda can hardly expect to qualify for British Aid; and
paragraph 7 - because the kind of alternatives to Independence being canvassed would be inapprop- riate in the case of Bermuda.
