Mr Clift's minute on No.25 below. It is a draft reply to Mr Strong in Turks & Caicos which is required now, and I submit a draft for clearance in WIAD. We need to decide whether a paper already approved by the Secretary of State needs to be amended, or whether, when it comes to be more widely distributed it should be accompanied by a covering paper to meet local difficulties in some territories.
