Thank you for your personal and confidential circular letter of 1 February which I have just received. As you know political development, and indeed interest in politics, is at a low level in St Helena, and therefore I do not think that the policy you state will cause any problems here, nor do I think that its publication will have any significant repercussion, though of course it would be of interest to the few people, mostly members of the Legislature with whom over the next few months I hope to discuss some ideas for constitutional change.
