The Legislature consists of the Governor and a House of Assembly composed of 15 elected members from whom ministers are appoint, and a Speaker and two ex officio members The Governor retains direct responsibility for 211 matters not specifically delegated to ministers, especially defence, external affairs, internal security, and the ultimate maintenance of financial stability.

Executive authority is vested in the Governor. On domestic

matters delegated to Ministers he must normally act on

the advice of the Council of Ministers. This comprises

the Chief Minister and four to eight Ministers, appointed by the Governor after consultation with the Chief Minister.

On other matters, the Governor normally acts in accordance with the advice of the Gibraltar Council, composed of 5 ministers and 4 officials. He may on

be occasions act in his discretion or directed by a Secretary of State.
