BRITISH INDIAN OCEAN TERRITORY
This territory is administered by Her Majesty's Commissioner for British Indian Ocean Territory, who is also Head of the East African Department in the Foreign and Commonwealth Office. There is no permanent population.
BRITISH VIRGIN ISLANDS
The Government is administered by a Governor, assisted by an Executive Council of 4 elected Members and 1 official. There is a Legislative Council consisting of a Speaker, 9 elected members and 1 official member. The Governor is generally required to act on the advice of the Executive Council, but retains responsibility over matters relating to defence, external affairs, internal security including thepolice, the Civil Service and the administration of the courts.
CAYMAN ISLANDS
(a) The Government is administered by the Governor with an Executive Council of which he is Chairman and a Legislative Assembly of which he is President. The Executive Council has 3 official and 4 elected members. The Legislative Assembly comprises the Executive Council plus a further 8 elected members.
(b) Branches of all government departments and services are established at Cayman Brac under the administration of a local District Commissioner who reports directly to the Governor's Office in Grand Cayman. There is also a resident Government Officer for Little Cayman.
FALKLAND ISLANDS
The Government is administered by a Governor advised by an Executive Council of 6 members and a Legislative Council of 8 members. There is no local Government in the Territory.
GIBRALTAR
The Legislature consists of the Governor and a House of Assembly composed of 15 elected members from whom Ministers are appointed, and a Speaker and 2 ex officio members. Executive authority is vested in the Governor. On domestic matters delegated to Ministers he must normally act on the advice of the Council of Ministers. This comprises the Chief Minister and 4 to 8 Ministers, appointed by the Governor after consultation with the Chief Minister. The Governor retains responsibility for all matters not specifically delegated to Ministers, especially those relating to defence, external affairs, internal security, and the ultimate maintenance of financial stability.
