SYSTEMS OF GOVERNMENT IN DEPENDENT TERRITORIES

ANGUILLA

The Government is administered by Her Majesty's Commissioner, assisted by an Executive Council of 3 elected Ministers and 2 officials. There is a Legislative Assembly of 7 elected members, 2 nominated members and 3 official members. The Commissioner is generally required to act in accordance with the advice of the Executive Council, but retains responsibility over matters relating to defence, external affairs, internal security including the police and the Civil Service. Responsibility for finance is reserved to an official member.

BELIZE

(a) Belize has internal self-government. The Governor retains responsibility over matters relating to external defence, internal security, external relations and the Civil Service. General elections based on universal adult suffrage are held at least every 5 years. There is a House of Representatives with 18 elected members and a Senate of 8 nominated by Government, Opposition and the Governor.

(b) There are 6 districts, each administered by a District Officer; Belize City has an elected City Council and there are 6 elected Town Boards. Administration of villages is assisted

by local village Councils.

BERMUDA

(a) There is a House of Assembly and a Legislative Council (to be renamed the Senate). The Governor appoints as Premier the member of the House of Assembly whom he thinks best able to command the confidence of a majority of members. The Premier appoints other members of the Cabinet. The Governor chairs a Governor's Council consisting of the Premier and 2 or 3 other Ministers. The Council advises on matters of external affairs, defence, internal security and thepolice for which the Governor retains responsibility.

(b) There are two municipalities: the city of Hamilton and the town of St Georges, They are governed by corporations presided

over by mayors.

BRITISH ANTARCTIC TERRITORY

The British Antarctic Territory is administered by a High Commissioner. He has the power to make regulations for the peace, order, and good government of the Territory, to establish courts of justice and, on Her Majesty's behalf, to grant pardon and clemency. At each research station, the Station Commander is appointed by the High Commissioner as a magistrate.
