I am sorry that I had to be reminded by your telno P21 of 20 May that I had not commented on Dick Stratton's letter of 1 February.
2. So far as I recall, the Memorandum reflects the collective view of Governors expressed at the January 1979 Barbados CAGS' Conference. I confess that I would have liked to have seen something about financial control in grant-aided territories such as Anguilla but if you are satisfied that the powers described in para 2 therein are adequate then I am content.
3. In my view the stated policy would be fully understood in Anguilla and I see advantages in a copy being made available to local Ministers.
