Further to your minute at No. 32 on the file below: I have now pencilled in the copy below the comments of WIAD and
itemo M&CD in paras. 3 and as they requested.

As far as I can see we are now ready to submit the revised version to Ministers except for the following points which still need clearing up:-
(i) Distribution

How do we overcome objection to publication in the case of Belize and Turks and Caicos, and in the case of Hong Kong a 'limited' distribution?
(ii) Amendments to text - Presumably we will not accede to

We spoke. After consulting Mrs. Clift I have outlined to Mr. Holmes the difficulties (in other temitones) of incorporating the Turks & Caicos prescription of 12 (or 18) months. Let us get copies of the official record of what Mr. Ridley is actually supposed to have said, and /or of the TCP Gorts understanding thereof, and consider further before the next Parlamentery session in case the HC FA Cater. Should take an interest in this point.
