Some time ago I mentioned to you that Governor Montserrat had enquired about the fate of the above and you asked me to send you a copy of his letter. I now attach it, with apologies for the delay.

I should be grateful to know what reply I may give on this point.
3 I would also expect this question to crop up at the Governor's Conference in Barbados in January 1981. You may therefore wish to consider whether all Governors might not be advised of the state of play.
