MEMORANDUM ON POLICY TOWARDS THE DEPENDENT TERRITORIES

Problem
1. (a) To seek Ministerial approval for a memorandum outlining
current British policy towards the remaining dependent
territories;
(b) To seek approval for a suitably amended version to be
disseminated to local Ministers and the Foreign Affairs
Committee of the House of Commons.
Recommendation
2. I recommend that approval be given.
Background and Argument
3 The 1977 Caribbean Governors' Conference discussed decolonisation
policy at length; this resulted in an exercise to revise an earlier
(1975) despatch on the future of the dependent territories.
A. The draft Memorandum was submitted to Ministers in October 1979
(Mr MeLaren's submission of 25 October) seeking their approval of the
by Munten in Ochour 1979 guidelines;— it was approved/and the Memorandum was thereupon circul- ated to all Governors and relevant FCO departments for their comments.
The attached draft incorporates these. The Memorandum is to be
further discussed at the next Caribbean-Governors Conference in
January at which Governors will be informed that the paper has Ministerial approval...
