As indicated in his c.v., Mr. Nash has done mainly IRD work and lacks mainstream experience. We would therefore prefer to consider him after his posting in Guatemala.
You may appreciate that difficulty will arise if we attempt to recruit from outside the Hong Kong service more than four or five experienced officers to the promotion ranks in a year, staff reaction, particularly among the junior ranks, being understandably unfavourable. For 1981 there is no shortage of experienced candidates. The successful trawl of Principals in HCS and other DS officers being considered can easily fill the next year's quota.
But we are interested in Mr. Nash and other suitable DS officers you will recommend and shall gladly consider their appointment to Hong Kong after 1981.
