SECONDMENT OF PRINCIPALS TO HONG KONG AS ADMINISTRATIVE

We spoke about the trawl's not having been extended to the FCO. I discussed this with Mr Kean, the trawl officer in PPD. He assured me that the trawl notice did come to the FCO and was put on various notice-boards. Obviously this approach has not been very successful since there were no FCO candidates; alternatively, FCO candidates may have seen the notice and not been interested.

Be that as it may, Mr Kean has agreed that it would be permissible to circulate the trawl under cover of an office circular to officers at home and abroad. We should provide him with a draft.

There is one difficulty: the closing date for the applications is now long passed; 24 home civil service officers, whose appli- cation have been scrutinised here, will be interviewed by a Hong Kong representative in January. Hong Kong intend to take 4 or 6 officers. If we wish to undertake a separate trawl for the FCO, we should consult Hong Kong first to see whether this would be acceptable and how many officers they would need and when. We should do this before we circulate the circular. If you agree, shall draft to Mr Tsang.
