Fifth, it is felt that when an officer leaves his main stream and goes into a different type of work in a different environment on a permanent basis, it would be reasonable, and indeed desirable in most circumstances, for him to start slightly lower than his current level of attainment. This would give him time to settle into the new place and into his new job. His performance thereafter would reflect his ability and experience and he would quickly find his right. level.

Finally, on procedure, selection of suitable DS candidates should be on the basis of your recommen- dations, candidates' curricular vitae and past perform- ance appraisals and the recommendation of our Commissioner in London. Before appointment, the candidates should be interviewed by the Commissioner where his staff could brief them on detailed conditions of service, living conditions and other matters about Hong Kong.

The filling of our Trade Officer posts overseas is a separate issue. Generally, Departmental Grades are less receptive to outside recruitment to promotion ranks, and the localization policy which applies to the Trade Officer grade can make overseas recruitment a complicated matter. This is a subject on which perhaps Bill Dorward and David Jeaffreson are in the best position to advise.
