SECONDMENT OF HOME CIVIL SERVANTS TO HONG KONG GOVERNMENT SERVICE
1. In my letter of 2 April I said that we would need to rely on you to let us know when vacancies were coming up in which you would like to place officers seconded from the Home Civil Service to the Hong Kong Government Service. We have meanwhile been looking at the mechanics at this end. We think that the numbers involved are too small to fit the normal procedure of a nationwide Home Civil Service trawl.
2. I should therefore be grateful for your comments on using a less cumbersome alternatives that we circularise Home Civil Service Establishment Officers with details of possible secondment oppor- tunities in Hong Kong and leave it to them to approach personnel in their Ministries who in their view were potentially suitable. We think that this would still produce results and be simpler. The main disadvantage might be that we should put ourselves in the hands of Establishment Officers and lose, initially, direct access to the
individual candidate.
3. If you agree I should be happy to sound the Civil Service Department on the idea. Please let me have your views.
4. None of this would affect arrangements for secondments between HM Diplomatic Service and the Hong Kông Government Service which we shall continue to handle on an ad hoc basis.
