Thank you for your letter dated 3 April.
Selwyn Alleyne is on leave overseas and I am looking after his desk during his absence.
In the past the nationwide trawls seemed to produce a good number of suitable candidates who were interested in a secondment to Hong Kong. However, we are conscious that the number of secondments is small and that we should not involve Ministries in a disproportionate amount of administrative work.
The present scheme has been on the whole
successful. It has brought valuable experience and expert knowledge into the junior directorate cadre of the Hong Kong Administrative Service which has been expanding rapidly. We hope that the scheme has also enriched the experience and broadened the perspectives of the secondees, who particularly would have acquired a better understanding of this Government at the end of their secondments. In short, the scheme should result in benefits to both governments, and should enhance the career prospects of the secondees. Accordingly an ideal secondee is an officer in his early thirties recently promoted to the Principal rank from the Administrative steam and has potential to go much further in his UK career.
Having regard to these objectives, if your advice is that the present scheme is likely to be better served by the proposed new procedure, we shall be happy to try it. Accordingly we look forward to hearing the response of the Civil Service Department.
