Thank you for your letter of 2 April 1980.
Regarding secondments from Hong Kong, I appreciate the difficulties of finding suitable niches in UK Departments at this time of extreme financial stringency. However I do think secondments would be worthwhile in certain fields where we are short of expertise (for example pensions administration), and I shall see if we can work out one or two detailed proposals.
As regards employment of UK officers who retire prematurely, we do, as you know, recruit from overseas to a wide range of professional posts in Hong Kong. We issue from time to time lists of current vacancies under recruitment in the UK and I shall ask the Hong Kong Commissioner in London to put you on his distribution list. The current vacancy list is attached.
I suggest that qualified candidates who are interested be advised to apply direct to the Hong Kong Government Office in London.
I was particularly interested in the final sentence of your paragraph 3. We are not going to find it at all easy to cope with the growing burdens falling on the Hong Kong civil service and I would very much like to hear of any individual whom you think might be able to render useful service here.
On your paragraph 4, Donald Tsang has written to you on the revised trawling procedure. These secondments have proved extremely helpful to us in recent years and I envisage their continuing on a regular basis until further notice.
