Although I can try to forecast the skills for which we anticipate a demand in 1981, this is really no more than making guesses which may be totally wrong. As you know, in Hong Kong new pressures tend to build up affecting priorities more rapidly than elsewhere.
Our experience is that seconded officers operate at their best in the Secretariat where the working style is more akin to ministerial and departmental headquarters jobs in UK. Administrative Officers posted to departments in Hong Kong are chartered to operate within narrow policy areas, and accordingly they devote much of their time to managerial and operational duties, which often require a deeper understanding of local conditions and constraints. Our thinking therefore is to avoid posting secondees to departments, save in exceptional circumstances, at least during their first tour.
Within Secretariat the seconded officers are put in posts of Principal Assistant Secretaries, which are ranked at Administrative Officer Staff Grade C. In these posts they handle policy formulation or coordination work described briefly in the attached sheet. For 1981 I can see possible openings at PAS level for seconded officers in the following programme areas
-
Public Transport
Economic Development
Civil Service Policy Recreation and Culture
In terms of numbers. I think our requirement will probably be 2 - 3 secondees in 1981.
