DS PREMATURE RETIREMENT: HONG KONG GOVERNMENT SERVICE

1. In our recent conversations about the eventuality that DS officers interested in premature retirement might consider possible openings in the Hong Kong Government Service, we had in mind officers mainly in Grades 4-7, as your subsequent paper records.

2. In the context of an entirely unrelated exercise involving the secondment of young Principals from the Home Civil Service to Hong Kong, I have received a letter from the Secretariat in Hong Kong which happens to set out some of the considerations which might apply, for instance in the case of a DS5 premature retirer. I attach a copy, for your information, to this minute. As you will appreciate, the letter does not directly bear on the DS Premature Retirement exercise. But it may nevertheless be of interest to you in that it sets out part of the field of work which might be relevant if you were to receive an enquiry from a promising young Grade 5 officer, the Hong Kong Administrative class equivalent of which would be Staff Grade C. There is one other caveat: the substance of the letter is the relatively short-term deployment of seconded officers; obviously in an ex-DS case there would not necessarily be the same argument for Secretariat rather than Departmental placement.

3. Incidentally the HKGS designation "RESTRICTED (STAFF)" equates to our "Staff in Confidence".
