2 years' seniority who are preferably between 30 and 40 years of age.

Job Specification / Description of Duties
Secretaries in the Government Secretariat are primarily responsible for formulating policy within their particular areas with the close help of the departments concerned, and for ensuring that it is implemented and performance monitored. With this accent on policy, the lowest appropriate level to which the Secretaries may effectively delegate any decision-making functions which significantly affect policy is Administrative Officer Staff Grade C. This is consistent with the situation in departments where it is assistant heads who decide (when appropriate) or advise the head of department on policy. It is also consistent with the monitoring, controlling and coordinating role of the Secretariat branches which involves liaison with departments at the directorate level. Administrative Officers Staff Grade C should thus be responsible to Secretaries for a number of programmes (ie policies and monitoring their implementation), the actual number of such officers being determined by the workload of the Branch. To assist them, they have a staff of other Administrative Officers, professional officers or Executive Officers (including, where appropriate, Chief and Senior Executive Officers).
The Administrative Officers Staff Grade C would inter alia be responsible for

(a) forming and reviewing policy and programmes;
(b) monitoring progress in implementation of policy;
(c) preparing and submitting material which the Secretary can agree for
issue to Governor's Committee and Executive Council and preparing agenda items in a state suitable for Finance Branch to agree may be issued to Finance Committee;

(d) working closely with departments and providing guidance and advice to
them on policy issues with regard to the preparation and implementation of programme, annual operating or development plans;
(e) monitoring progress on plans and ensuring the best use of resources in
their programme areas, and working closely with other branches on matters of mutual interest;
(f) ensuring that their support staff operate as efficiently and effectively
as possible.
