advice on finance and aid matters should refer to Mr Mayes in the first instance. The following specific responsibilities for general aid matters rest with these officers:
a)
Preparation and submission of the aid framework figures in consultation with Devdiv, EPS and Desk Officers paragraph 7 above (Miss Doig).

Maintain records in respect of:
i) TC expenditure; and
ii) TC and OSAS staff (Mr Mayes)

Procurement of TC equipment and waivers thereto (Mr Mayes).
d) Coordination of aid information within the Section and between ODM and this Section (Miss Doig).
e) Oversight of the training programme throughout the Section and liaison with British Council (Mr Mayes).
f)
Coordination of periodic returns and financial analysis (Miss Doig).
PART II: MATTERS OF DETAIL
The Aid Programme
15. In the Caribbean Dependencies, Devdiv is responsible for the administration of the capital aid programme. It remains important, however, that Desk Officers continue to take a keen interest in and monitor progress of the programme. It is particularly important that there is no undue over or under expenditure within the aid framework; if this becomes apparent, the matter should be raised immediately with Devdiv.

Because Devdiv manages the aid programme, it does not mean that Desk Officers are disbarred from expressing their general views on development strategy and programmes; on the contrary, it is essential that Desk Officers should take an active interest in these matters. If a disagreement arises between the Govt of the DT and Devdiv and is of a nature which cannot be resolved at local level, the matter will be referred initially by either Development Division or the territory concerned to the Dept. Officer will consider the matter in consultation with ODA Finance
The Desk Dept and or EPS and will then submit the problem and his recommendation to the Section Head, who in turn will advise the Head of Dept.

To assist Desk Officers to maintain an oversight of the aid programme, all papers between Devdiv and the territory are copied to the FCO. These papers and the separate papers for St Helena and dependencies should be filed for reference in territorial sector files, as follows in the 093 series:
