PART I: GENERAL

These notes are issued for the guidance of Desk Officers responsible for Dependent Territories. Special attention is also drawn to: Part II of Colonial Regulations, Chapter 16 of Vol 8 DSP and ODM Office Procedure (copy held by Miss Doig).

It is neither possible nor desirable within this Joint Department for Desk Officers to divest themselves of this responsibility, because aid requirements need to be assessed and planned in the light of each territory's individual needs in respect of political, economic and social development.
