of posts approval for which is required under the
provisions of Colonial Regulation 19 for appoint-
ments and promotions.
One point of clarification needs now to be made
to that despatch: that is that in addition to
permanent and substantive appointments and
promotions, acting and temporary appointments and promotions to the listed posts also require my
approval in the same way, on each occasion they
are to be made.
Please ensure that this despatch xx together with that of September 1978 is seen by all senior officers concerned and recirculated annually for information.
