Please see Mr Guy's leter of 28 December (folio 45 on HKA430/2 1979) in reply to Mrs Gregory's of 4 October (folio 41 same file). I think we must agree with Mr Guy's proposal, though given that Mr Guy does not anticipate any problem in getting the legislature to approve an increase in duty allowance we are not bound to approve topping-up which is meant as a last resort when funds are unavailable locally.
