OUTFIT ALLOWANCE AND CLIMATIC CLOTHING ALLOWANCE FOR THE GOVERNOR-DESIGNATE OF A DEPENDENT TERRITORY

1.

In Towers' letter to Leahy of 11 August 1970, a copy of which I attach for ease of reference, he gave the CSL view that while the FCO could properly meet the costs of Governors' travel, freight of effects, purchase of uniforms etc., clima- tic clothing allowances and transfer grants should not be the responsibility of HMG. This view was not contested at the time and there has been no occasion to do so since. However the appointment of Mr DK H Dale CBE as Governor of Montserrat has raised a particular problem.

Were Mr Dale a career US officer going to Montserrat on secondment on DS terms, he would be entitled to outfit and climatic clothing allowances from FCO funds (at the current rates of £1,054 and £245 respectively). Were he a permanent and pensionsable member of HM Overseas Civil Service he would be entitled to a transfer grant from his previous Territory (at varying rates depending on local rules). Unfortunately, Mr Dale falls into neither of these categories, since he has just com- pleted a contract assignment with the FCO and has already retired from HOCS. Under the existing rules there is thus no source from which an outfit allowance and a climatic clothing allowance can be paid.

3. That Mr Dale should receive no financial assistance what- ever to assist him in kitting himself out for his new appoint- ment seems quite iniquitous; even OSAS and TC officers going to the same Territory are paid a small amount (300 appointment grant and £50 outfit allowance for OSAS officers and £215 outfit allowance for TC officers) and their responsibility for rep- resenting Her Majesty's interests is by no means as great.
