8. It may be that the Chief Clerk will veto the proposals on

the grounds of cost and higher priorities elsewhere.

In any

event, before the proposals can be put into effect, it will be

necessary:

(a) to discuss with PSD the implications for DS staff, and to

ensure that the proposals are broadly in line with those

PSD have in hand (Mr Bryant's minute of 5 September);

should, however, wish to avoid any uncomfortable anomalies

with the three non-DS Governors couced;

(b) to approach CSD for financial authority to charge the

amounts to subhead (C)(3)(4)(d); authority was given last

year (CSD's letter of 30July 1979) to pay leave passages

for Governors after the standard tour appropriate to each

territory and on the same basis as that received by other

staff. These two proposals would thus require fresh

consideration by the CSD.
