GOVERNORS' TERMS OF SERVICE
Problem
1. To seek the Chief Clerk's views on two measures designed to
improve the terms of service of certain Governors, namely:
(a) to pay a responsibility allowance to Governors of Grade 4 or
equivalent; and
(b) to award all Governors, except Hong Kong and Gibraltar,
annual leave.
Recommendation
2. I recommend that approval be given. PPD and WIAD agree.
Background
3. The inspection team recently visited the four Caribbean
dependencies: the British Virgin Islands, the Cayman Islands,
Montserrat and the Turks and Caicos Islands. The Inspectors
were asked to comment, inter alia:
(a) on the grading of posts of DS4 or equivalent;
(b) on the general conditions of life at the post.
Argument
and
4. On (a), the Inspectors concluded (Mr Holloway's minute of
11 July) that the duties of the Governors (all DS4 or equiva-
lent) whom they had inspected were greater than those of com-
parable officers in a diplomatic post, inasmuch as the
Governors carry strict responsibility for the good government
of their territories. To upgrade the posts would eliminate the
