Montserrat and the Turks and Caicos Islands, and HM

Commissioner, Anguilla, already qualify for leave every

12 months; the remainder (the British Virgin Islands, the Cayman Islands and St Helena) qualify for leave only every

18 months. The meeting agreed that it would be equitable to

standardise leave for all DS4 Governors at 12 months. (This

concession for the Governor of St Helena would not apply to

the Administrators of Ascension Island and Tristan da Cunha,

who, although in direct control of their respective terri-

not cories, are considered to have a comparable degree of respon-

moneone, sibility to the Governor, and are,/constitutionally responsible to him.)

The financial implications of these two proposals are set but in the attached sheet. Briefly, the responsibility allowance will involve an additional £6,000 pa. the annual
