I think of the two issues raised here, it is more important to bring the conditions of service of Governors more closely in line with those of normal DS staff. For future Governor posts, we shall have to rely more and more heavily on DS candidates as the supply of HMOCS staff dries up. It will be difficult to attract DS staff to Governors (or indeed Deputy Governors)posts if this is not the case. The provision for annual leave for all Governors would also recognise the difficulty of the task.
2 I think the responsibility allowance is less important, though it is a suitable face saving device, as in real terms this does not increase the net salary of the Governor by any significant
amount.

To comment on paragraph 5 of Mr Hewitt's minute, we are as you know concerned that Governors posts in the future should not be thought of as something to be awarded just before retirement. They should ideally be career alternatives to younger men on the way up. This in turn points to the need for ensuring at least equivalent conditions to DS officers serving in similar circum- stances in DS posts.
