GOVERNORS' TERMS OF SERVICE
1.
To seek the Chief Clerk's views on two measures designed
to improve the terms of service of certain Governors, namely: (a) to pay a responsibility allowance to Governors of Grade 4
and
(or equivalent);
(b) to award all Governors annual leave.
Recommendation
2. I recommend that the Chief Clerk agree that approval
should be sought from CSD. PPD, PSD, Finance Department and
WIAD agree.
If the recommendation is accepted, the depart-
ment will write to CSD after the consultations referred to
in paragraph 9 below.
Background
3., The Inspectors recently visited four Caribbean dependen-
cies: the British Virgin Islands, the Cayman Islands,
Montserrat and the Turks and Caicos Islands. They were asked
to comment, inter alia, on:
(a) the grading of the Governor; and
(b) the general conditions of life at the post.
All of the posts are graded DS4 equivalent.
Argument
4. As the Inspectors found, it is difficult to make direct
comparison between the responsibilities of a Governor and
those of the head of a diplomatic mission. Similar diffi-
culties arise when comparing their terms of service, since those of Governors have evolved in different ways and are
