APPOINTMENT OF GOVERNORS
1.
During his inspection of POD, Mr Allen recommended that "Heads of Mission Section should take over briefing and programme arrangements for Governors". I attach the relevant extract of
the minute to Mr Munro.
2. At present, Heads of Mission Section are only responsible for organising a Governor's Audience with The Queen. The other aspects are dealt with by HKGD and the geographical department.
3. Under the new arrangement, a Governor should be handled on similar lines to an Ambassador/High Commissioner, i.e. your Section would, as we agreed:
(a) arrange his briefing programme in conjunction with the
geographical department;
(b) arrange the Audience with Her Majesty
(c) arrange for Governor's Commission to be sent to the Falace; (d) despatch one copy of the Commission to the Governor prior
to his departure, and copies to the territory; (e) inform the Boy Scouts, British Legion etc;
a copy of the standard letter and list of addressees is attached. You may wish to consult the geographical department about the relevance of circularising all those on the "Listribution List for Heads of Mission Dates of Consultation Notices"; at first glance, some are highly appropriate (all the banks, British Consultants Bureau, BA, Lloyds, BBC and so on), but could probably be swept up in the briefing programme. It should be possible eventually to work out a special section for Governors in the Annex.

4. If you agree, the new arrangements may as well take effect immediately, although there will not be any action until the end of 1980/beginning of 1981 which will be connected with the appoint- ments of the Governors of Bermuda and St Helena.
5. We could inform geographical departments of the new arrangements ad hoc.
