Step 3: draw up a list of out-dated and inadequate legislation that require reform, ie, Agriculture Act, Police Act, Road Act, to. name but a few.

Step 4: the first 3 steps having cleansed the Augean legal stable, consolidation and revision of the laws to be done.

We have been fortunate to secure from HMG, free of charge to us, a UK-based Legal Draftsman and Law Reviser of high repute, Mr J.N. Glover, C.M.G., Q.C., to carry out the reform and revision of our laws, as well as providing us with drafting services for new legislation.

The Functions of the Working Committee

If

The Working Committee established in paragraph 7 above will meet regularly as required to examine all aspects of the review of the organization and functions of the Government. It will have the power to amend proposals or refer them back for further consideration. If proposals are supported by the Committee they will then be forwarded to Executive Council in the Governor's name for approval. not approved by the Executive Council, proposals will be reconsidered by the Committee in the light of Council's advice and referred back. If and when approved by Executive Council, proposals will be implemented forthwith under the authority of the Executive Council, amendments to legislation being made as necessary.

PSMA will be the coordinating officer for the Committee's work.

CONCLUSIONS

This is a much needed exercise and one which will require considerable effort and extra work by Permanent Secretaries and Heads of Department over the next 12 months. I seek the help and cooperation of Senior officials to make it the success it needs to be if we are to deal effectively with the ever increasing problems that modern world poses.
